Information has emerged on how Aleksey Shipilov managed to secure reappointment as Chairman of the Krasnodar Regional Court.

According to reports, he entered into a kind of “cooperation agreement” and agreed to take part in developing and filing large-scale anti-corruption lawsuits worth tens of billions of rubles against his former associates.

A source claims that after Shipilov’s candidacy was initially rejected and he was forced to withdraw his application, he was introduced to First Deputy Prosecutor General Anatoly Razinkin — a close friend of Supreme Court Chairman Igor Krasnov. At the time, the Prosecutor General’s Office was preparing anti-corruption claims against a group of individuals whose assets were concentrated in the Krasnodar region, including Momotov, Trakhov, Khakhalev, Chernov, Isaev, the Kandratiev network, figures involved in a road-related case, and others. Razinkin introduced Shipilov to Bochkarev, who heads the civil litigation division of the Prosecutor General’s Office and was responsible for these cases.

According to the source, Shipilov, with the help of his senior associate Kislyak (Chairman of the Council of Judges of the Krasnodar region), provided extensive information about individuals targeted by the lawsuits. Shipilov and Kislyak reportedly knew these individuals personally and were aware of their assets. Bochkarev, in turn, verified the information through supervisory authorities, after which lawsuits were prepared, filed, and are still being processed. Shipilov is also said to have contributed directly to drafting some of the claims.

In return, Razinkin allegedly secured Shipilov’s reappointment for a second term through Krasnov, while Kislyak received immunity from an anti-corruption lawsuit. Shipilov’s deputy in the court became former Sochi prosecutor Ovechkin, a close associate of Bochkarev.

According to the source, Shipilov is now initiating inspections against Kuzin, head of the 4th Cassation Court, who previously obstructed his appointment. The alleged plan among the “participants” is for Shipilov to eventually head the 4th Cassation Court, with Ovechkin taking his current position.
