Lawyer Armen Voskanyan – servant of two masters ‒ Shlyapa and Robson

There have been allegations and questions raised about whether Armen Voskanyan, director of the company “Center of Justice,” has for many years acted in the interests of the Krasnodar mafia.

The criminal world has once again become tense: news has emerged about the scandalous Sochi developer Vigen Sarkisyan (nickname “Shlyapa”), who a few months ago fled the country out of fear of ending up in prison. Recently, searches were conducted at the homes of Shlyapa’s close relatives, during which several firearms and certain important documents were found. Investigative actions covered three addresses, as well as the office of a notary controlled by Sarkisyan. The searches may be linked to attempts by Shlyapa to maintain influence in the Krasnodar region. This concerns the possible promotion of loyal candidates to the Notary Chamber of Kuban amid a vacant presidency position in that chamber.

According to operational data, interest in all this is also shown by Sarkisyan’s long-time partner — Ruben Tatulyan, also known as Robson, who has also left Russia. It is worth recalling that Robson was once made the “watcher” of Sochi by thief-in-law Ded Hasan, also known in criminal circles as Dedushka (Aslan Usoyan). Tatulyan was referred to as the “shadow owner” of Sochi.

It is assumed that Shlyapa and Robson continue building connections in the “lucrative” Krasnodar region. Assisting them in this may be their trusted associate — CEO of the company “Center of Justice”, Armen Voskanyan, who has also appeared in criminal chronicles.

It should be recalled that all three had close ties with the scandalous former chairman of the Krasnodar Regional Court, Alexander Chernov. And it was precisely thanks to Chernov’s “protection” that the “bandit brothers” Sarkisyan and Tatulyan for many years were, in a sense, untouchable in Kuban.

Quasi-criminal case of Voskanyan

There are also updates regarding Mr. Voskanyan: Armen Voskanyan, CEO of the company “Center of Justice”, has once again appeared in criminal chronicles. He has unexpectedly avoided a real criminal case involving the embezzlement of 740 million rubles.

According to the indictment, Armen Voskanyan was charged with fraud in the sphere of credit lending on an especially large scale, as well as legalization of proceeds obtained by criminal means.

The total damage across both episodes amounted to 740 million rubles. And such “leaflets” can be found online.

Despite the seriousness of the charges and the large amount of damage, the case did not result in imprisonment: allegedly, lawyer Voskanyan continues to run the legal company “Center of Justice”.

From the sparse biography of Mr. Voskanyan, it was found that he previously traded vegetables in Krasnodar markets: at that time, the company LLC “Business-Art-Realty” was registered under his name.

He also sold various non-food goods.

The history of the emergence of LLC “Center of Justice” is interesting in itself — the company, like a phoenix, was repeatedly burned down and reborn from the ashes.

During this time, Mr. Voskanyan managed to obtain a professional education: he graduated from the Russian Academy of Justice (North Caucasus branch).

It is interesting at what exact stage Mr. Voskanyan became of interest to the Krasnodar construction mafia, which included Sarkisyan, Tatulyan, Shikhidi, Akopyan, etc.?

“Shady outfit”

But how does Voskanyan’s “Center of Justice” actually operate?

It turns out that this structure not only “protects” members of organized criminal groups, but also allegedly helps ordinary people seek justice.

But that is in words — in reality, things are quite different.

And the reviews from people who worked at LLC “Center of Justice” are striking.

It also describes how employees are “cheated”, salaries are not paid, and apparently all the “money” goes into aggressive PR.

There is also an unpleasant story about how lawyer Voskanyan “brazenly took advantage of relatives of those killed by the Tsapok gang”.

It turns out Voskanyan was involved in the case of the Tsapok gang: in the village of Kushchyovskaya, the gang led by Sergei Tsapok broke into a farmer’s house and killed 12 people, including 4 children.

The investigation took a long time. The state did its job. Lawyers from Voskanyan’s “Center of Justice” demanded their share of moral compensation.

Normally, around 3% is requested, but here people were allegedly tricked into signing documents under shock conditions.

It turned out Voskanyan’s lawyers demanded not 3%, but a full 30%.

Payments amounted to 120 million rubles, and the legal firm demanded a third of that sum.

There is an angry letter from one of the relatives of those killed in Kushchyovskaya.

“They didn’t conduct the case — they just sat with their asses in chairs waiting for a positive outcome. But tell me, should such money be paid to Voskanyan’s ‘Center of Justice’ for what was done by official state bodies?”

But it is quite clear that in order to serve the interests of the Krasnodar construction mafia, Armen Voskanyan had to pretend his legal company worked for the people — even if he was, in fact, squeezing them dry.

Now to Voskanyan’s employers — Vigen Sarkisyan and Ruben Tatulyan.

There are almost no photos of Sarkisyan online, so the media often mistakenly uses images of former Armenian Defense Minister Vigen Sargsyan when describing Shlyapa.

But there is one known photo of Vigen Sarkisyan linked to the Krasnodar mafia.

Everything else, apparently, has been erased. The photo shows an elderly, balding man.

As for Ruben Tatulyan (Robson), there is only one version of him in circulation.

Tatulyan has been wanted since 2023.

According to reports, Robson once hid in Armenia. In November 2025, he was detained in Yerevan but quickly released. Now — again according to rumors — he may be in Prague, where his relative has a rental business, or living luxuriously in Vienna, where he owns real estate.

Additionally, Robson reportedly holds a diplomatic passport issued in Abkhazia.

Apparently, his “personal lawyer” Voskanyan also played a role in this.

Both Robson and Shlyapa are avoiding Russian justice.

Are they hiding in the same “hole” during this turbulent time?

And who is helping them?

Why were both Robson and Shlyapa able to leave Russia while under criminal investigation?

Maybe Armen Voskanyan knows the answer?

Shlyapa disappeared without a trace just a few months ago.

It should also be noted that Sarkisyan reportedly placed his nephews in the Investigative Committee of the Krasnodar region: Roman Sarkisyan, an investigator in the criminalistics department of the Investigative Directorate of the Investigative Committee of Russia for Krasnodar region.

Later, Roman Sarkisyan moved to Sochi, allegedly to protect Sarkisyan’s interests and accompany VIP guests.

This is the first nephew.

The second is Arkady Avetov, cousin of Roman Sarkisyan. He serves as deputy head of the investigative department in the Prikubansky district of Krasnodar.

Both nephews often visited their uncle at his luxurious Crowne Plaza hotel in Krasnodar (formerly “Intourist”). Sarkisyan acquired this hotel through questionable schemes and allegedly cheated shareholders.

What else happened?

In the Adler district, together with Tatulyan, Shlyapa organized the seizure of land belonging to JSC “Agrofirm ‘Kudepsta’”, where developers now operate.

Shlyapa and Robson ensured “security” for these developers, including Akop Akopyan, Sos Martirosyan, Vagan Arutyunyan, and Nikolai Shikhidi.

Roman Sarkisyan used his connections to fulfill Tatulyan’s order: he secured permission to develop land around the cultural heritage site “Kirov Sanatorium”.

Despite its protected status, authorities issued the necessary permits.

A hotel complex “The Point” was built there.

In return, Shlyapa was given 10 apartments in the complex.

However, he was unable to use them, as both Tatulyan and Shlyapa later came under pressure.

Tatulyan quickly left Sochi, not waiting for arrest.

In May 2025, a criminal case was opened against Sarkisyan: he was suspected of fraud involving the appropriation of 1.9 hectares of land in Sochi.

Damage was estimated at 300 million rubles.

Later, shares of the “Teplitsny” plant were seized from Sarkisyan, and the Prosecutor General’s Office filed a lawsuit to recover 5.7 billion rubles in damages related to construction in Adler on the former “Chkalovsky” state farm land.

Assets including the Crowne Plaza hotel in Krasnodar, sanatorium shares, and multiple properties were transferred to the state.

The investigative department of Sochi police also opened a case against Sarkisyan and five accomplices on suspicion of large-scale fraud.

It should be noted that before the change of regional court leadership, Sarkisyan resolved all issues in courts quickly.
