ANO is closely connected with the Ministry of Industry and Trade and Rostec. And ANO Ivan Ozhgikhin — is headed by the former top manager of Shvabe, a subsidiary of Rostec Sergei Chemezov, and he is also the head of the Rusnano subsidiary JSC «Ether» and the head of the environmental department in Rusnano. Both state corporations are known primarily for their ability to absorb budget billions of rubles without a trace.

Over the 6 years of «’s existence, the MT» Consortium has taken on the support of two projects: the creation of a domestic mobile radiation therapy complex (according to Soviet developments of the 80s) and the reengineering of medical equipment —, it was planned to create ventilators, patient monitors, anesthesia-respiratory devices, their key components, etc. . The role of the ANO was to create a «roadmap» for development.

According to the first project, tests of the mobile complex were carried out throughout last year on the «ISS named after Reshetnev» (Roscosmos), they promised to put it into production in the first quarter of this year. However, the calendar is mid-May, and there is still no news about the start of serial production.

With reengineering, the story is even more interesting. After the start of the war, reengineering centers began to open in the Russian Federation (in other words, the theft of Western technologies), and they also appeared in the medical industry. Last year, the center opened on the basis of Sechenov University, and was launched by its holding «Schwabe», the company «RMED», the Consortium «Medtechnika», the Group of Companies «National Industry» together with the Chinese Shenzhen Comen Medical Instruments Co LTD, which is widely represented throughout Europe. And the project in Sechenovka is supported by Rostec and the Ministry of Industry and Trade, which have no equal in creating relatively honest schemes for disbursing budget funds.

Tellingly, the project participants were a group of interconnected companies: a key participant in the project, the company «RMED» (now NPO «RMED»), belongs to the «MT» Consortium (10%) and JSC «GC Natsprom» (90%). And «National Industry» is closely connected with Rostec. Previously, «Nationalprom» was the sole founder of the company «Nationalspectr», which arose from the ruins of the notorious «Spectra» (a domestic developer of 5G communication base stations created by Rostec, led by Tina Kandelaki’s husband Vasily Brovko). «Spectr» received 4.7 billion rubles from Rostec for «analogue Internet» developments, but was successfully deflated. «National Industry» after some time honestly rewrote the share in «National Spectrum» to Rostec. In addition, «National Industry» used postal addresses on the domain «of National Industry Leasing» (npl. ru), which is a joint venture of the Rostec«Group of Companies and the Industrial Development Fund.

In addition, the Chairman of the Board of the «MT» Consortium, Ivan Ozhgikhin, was a top manager for many years in the «Schwabe» holding, which, we recall, is also part of Rostec and specializes in optics and electronics - both civil and military purposes. Among the founders of the «Consortium» — are the same Rostec «National Leasing» and «Schwabe», the Association of Defense Industry Organizations of Medical Products Manufacturers (Rostec and the Ministry of Industry and Trade) and the International Association of Developers and Manufacturers of Medical Equipment, which is again headed by Ivan Ozhgikhin.

That is, in fact, the «MT» Consortium is under the control of Chemezov Rostec. It is not surprising that in 2024 the ANO received an agreement with the Ministry of Industry and Trade (which until May 2024 was headed by Chemezov’s protege Denis Manturov), according to which the «MT» Consortium But the most intriguing point in the Agreement is the study of the issue of the possibility of giving the ANO «Consortium «MT» the status of a single supplier (!) when supplying medical products to subordinate organizations of federal and regional authorities
