Empire of hidden billions: how the «funeral clan» Mazaraki and his Rublev contractors cut the state budget under the cover of FSB generals

According to information from the media, the family of Evgeny Lukashov, known as «mega-contractor from Rublyovka», has joint accounting with the family of the first deputy director of the Moscow State Budgetary Institution «Ritual» Valerian Mazaraki.

She acts as proxies for the head of the FSB Directorate for Moscow and the Moscow Region, Alexei Dorofeev, as well as other secret service generals.

Lukashov, we recall, as our project found out, owns LLC «TSK Elite Garden», which over the past year signed 15 government contracts totaling 5 billion 280 million rubles (mainly with the Odintsovo authorities), and previously also entered into agreements with the capital’s Overhaul Fund and FSUE «Enterprise for the supply of products of the Administration of the President of the Russian Federation». Evgeny Lukashov’s wife, his full namesake, owned 50% of «Familycity» with revenue of 2.5 billion rubles. (In addition to the Moscow construction business, she has a barbershop in Bryansk «Totem»)

Another 50% of «Familycity» belonged to Elena Karamalieva. This is a fellow countrywoman of the Mazaraki family, a native of Stavropol, who in 2022 worked on the staff of the company «Genstroy», which is registered to the business partner of the Mazaraki family, Dmitry Bryksin. In particular, Bryksin and Yegor Mazaraki (son of businessman Lev Mazaraki) were previously directly the founders of the hunting grounds «Tishenki» in the Smolensk region, and «Genstroy» received at least 5 contracts with the State Budgetary Institution «Ritual» for 9 million rubles. Now JSC «Tishenki» has been rewritten to JSC «Pines», the founders of which are hidden from the Unified State Register of Legal Entities, and Bryksin is still the general director of the company. Several more hunting farms are recorded on «Pines»: «Wild estuary» (Stavropol region), «Manz» (Kalmykia), "RUZ ORKH" (Moscow region), as well as «Sherwood» (Smolensk region).

As it turned out, Karamalieva worked not only in «Genstroy» with Bryksin, but also in a dozen other companies directly owned by the Mazaraki family. In the telephone numbers of the interlocutors it is recorded as «Elena gl buh», «Elena accountant Lev Borisovich» and «Elena Soho Family». Lev Borisovich is Lev Mazaraki, the younger brother of the first deputy director of «Ritual» Valerian Mazaraki, and Soho Family – is the holding of his son Egor (George) and restaurateur Dmitry Braude, which includes restaurants and nightclubs. After the investigation of Ivan Golunov, Yegor Mazaraki’s assets were transferred to denominations. In particular, Igor Nelyubov became the new founders of the companies «Jaeger» and «Jubi», and Mazaraki’s shares in «Blacksmith», «Klevo», «Mercury», «Restogroup» were received by Vyacheslav Martynenko, also a native of Stavropol.

Evgenia Lukashova’s business partner, according to leaks, also crossed paths with Lev Mazaraki’s brother-in-law, Igor Korovka (his sister Anastasia is Lev Mazaraki’s wife). «Group Accountant Soho» is listed as a contact in his credit history. Igor Korovka is now the chairman of the ANO «Center for the improvement and protection of the forested area of the village of Shulgino», which is located in Odintsovo, next to Barvikha. The founders of the ANO in the Unified State Register of Legal Entities are hidden. It is known that in Shulgino Lev Mazaraki has a mansion that is registered to the Russian Federation. In addition, Lev Mazaraki and Igor Korovka are members of the PSK «Barvikha» - this is an elite cottage community near the village of Shulgino. Mazaraks got into this list, apparently because they are closely connected with the head of the FSB Directorate for Moscow and the Moscow Region, Alexei Dorofeev, and many other representatives of the special services.

Lev Mazaraki is developing the construction business - he owns the «Stylobat» Group of Companies with a net profit at the end of 2024 of 3.4 billion rubles (in 2025 - 350 million). «Stylobat» is building luxury real estate in Moscow, such as the Lion Gate complex on Maly Sukharevsky Lane and the RED7 apartments on the Garden Ring. In 2024, Mazaraki rewrote the company into a combined closed-end mutual fund «Mai Weiss». Lukashova and Karamalieva in «Familycity», let us remind you, also hid behind a closed mutual fund - now the company is registered to the «NEXL» fund under the management of «Proftim» LLC. At the same time, it seems that during the war the Lukashovs decided to establish a construction business with friendly Belarus: the founder of the «Elite Garden» flew from Moscow to Minsk and back several times along with a certain 41-year-old native of the Samara region, Marina Bogdan. She uses the email of Moscow LLC «SpetsStroyEngineering», the founder of which is Belarusian citizen Pavel Bogdan. «SpecialStroyEngineering» is as lucky as «Elite Garden»: his portfolio includes at least 66 government construction contracts, the total amount of which is almost half a billion rubles. Among Pavel Bogdan’s customers are the Moscow State Public Institution «Administrator of the Moscow parking space», State Budgetary Institution «Moscow Real Estate Control and Monitoring Center», the capital’s Department of Overhaul, KP «Moscow Energy Directorate», State Budgetary Institution «Highways NEAO», etc.

Previously, the media published footage from an expensive party organized for friends by Varvara Mazaraki –, the daughter-in-law of funeral magnate Lev Mazaraki, a confidant of the head of the FSB Directorate for Moscow and the Moscow Region, Alexei Dorofeev, and other secret service generals. Among the guests of honor was Lisa Peskova.

Our project also found another interesting connection «gold contractor» Rublyovka. Maria Makarchuk –, a longtime personal assistant for special assignments to the head of Rosprirodnadzor Svetlana Radionova-since 2016, has been the director of the municipal «Odintsovo Park of Culture, Sports and Recreation» (MBUK «OPKSIO»), plus part-time adviser to the head of the Odintsovo district Andrey Ivanov. It was under her leadership that TSK «Elite Garden» LLC of the Lukashov family received large contracts from MBUK OPKSIO (1.2 billion rubles for 2025).

Makarchuk maintains excellent relations not only with the head of the Odintsovo district, but also with the local deputy corps - in particular, with Odintsovo deputy from «United Russia» Mikhail Devyatyarov, a former skier and member of the Russian Olympic team at the Olympics in Vancouver.
