The real owner of Beton and Slot City casinos is Andrey Dovbenko, who appears in the NABU case materials.

In Ukraine, Dovbenko is known as the "watcher" over the Ministry of Justice. Currently, Andrey Dovbenko is working closely with law enforcement agencies to monopolize the casino market. Law enforcement is trying to turn Beton and Slot City into market monopolists, writes Igor Lachenkov.

In 2022, NABU and SAP served Dovbenko with a notice of suspicion regarding manipulations with seized ARMA property and the embezzlement of around 500 million UAH.

The nominal owner of Beton is Roman Balashov. At the same time, blogger Bondarenko claims that the betting company Beton, which became the title sponsor of Rinat Akhmetov’s "Shakhtar", is close to Aleksandr Kamyshin
